Simply giving neuroscientists a lot of cash and getting them to cooperate together seems like a pretty brilliant idea.

As far as Obama’s commitment to those 3 billion goes, don’t forget the current political situation. Obama is in fight with the Republican congress about the amount of spending.
He’s not in control over how much money neuroscience gets.

If this is “bonus money” then all is good, we can be happy we’re in vogue. Hurrah for science! (We’re cheaper than a bank bailout!) But if these projects come at the expense of other neuroscience funding specifically or other science funding generally, then many will find themselves living in increasingly difficult times. In which case the level of scrutiny needs to be ratcheted up a hundred-fold.
