Try this article: “The Influence of Head Contour and Nose Angle on the Perception of Eye-Gaze Direction” by Stephen Langton, Helen Honeyman, and Emma Tessler, of University of Stirling (Perception and Psychophysics, 2004).
Interesting stuff. I've written it up on Cognitive Daily:

A reader wrote to me:
"I think the anthropologist Edward T Hall covered the accuracy of predictiong direction of gaze against distance in _The Silent Language_ or _The Hidden Dimension_ long time ago. I don't have the books handy, but it's one place to start."
thanks for that. Am storing here so I'll know where to find the reference, and to share it.

Attending a cross-cultural awareness seminar a couple of weeks ago, there was the suggestion that the prevalence of behaviours like gaze perception have a grounding in culture, specifically things like nationality).
I would be interested to see comparison of the results of these experiements from Occidental cultures - where meeting someone's eye is usually a sign of politeness - to Oriental cultures - where it is less likely to be so
Caveats: Just a random technie with an interest in these things rather than a professional
